The European Union is to rule on whether airlines or governments own takeoff and landing slots.

Until now, airlines have sold and purchased the slots - sometimes for millions of pounds each in the case of London Heathrow.

Removal of the right to sell could seriously impact the value of slot-controlling airlines.
