After the Australian Competition and Consumer Commission (ACCC) voiced concerns about Qantas purchasing all of Alliance Airlines, it now has issued a draft rejection of a proposed extension of Alliance's charter agreement with Virgin Australia (VA) and is seeking submissions from interested parties on that 'preliminary decision'.
